Old Altinn is closing. For D365FO VAT customers, the main action is not a technical rebuild. It is an access and authorization review before the deadline.

This post is a short update to my earlier D365FO VAT direct submission guide. For the full technical setup of D365FO, ID-porten, Electronic Messages, and Altinn integration, refer to the previous DynFOTech article linked in the references.
The Key Dates

Important archive note
Forms that are still under work in old Altinn will not be moved. Complete or secure what you need before the deadline. Organizations that rely on historical Altinn 2 records or integrations should also verify that required documentation has been stored outside Altinn 2.
Good News for D365FO VAT Submission
The current D365FO VAT return integration already uses ID-porten and Altinn 3-based services. The Altinn 2 shutdown does not normally require a technical rebuild of your D365FO setup.
Skatteetaten has confirmed that both Skattemelding and MVA already use Altinn 3 App for submission. There are no major planned changes to the submission mechanism from end-user systems in 2026.
For D365FO VAT customers, the Altinn 2 shutdown is therefore mainly an access management event, not a technical integration event.

What Has Changed: The New Access Model
| Old Altinn roles Altinn 2 roles are being phased out. After 19 June 2026, it will no longer be possible to delegate Altinn 2 roles. | New access packages New Altinn uses access packages, called tilgangspakker, to grant access to related forms and services. |
- MVA can still be submitted using existing Altinn 2 roles in 2026 while the transition is ongoing.
- From 15 April 2026, new access packages can be used for MVA submission.
- Old Altinn roles and new access packages will function in parallel through autumn 2026.
- After 19 June 2026, new delegations must use access packages or individual service access.
Begrenset signeringsrett is being retired
If a user has been delegated the Altinn 2 role Begrenset signeringsrett for VAT or tax purposes, this access must be delegated again using the new Skatt næring access package.
What Existing D365FO Customers Should Do
If your organization is already submitting VAT returns directly from D365FO through ID-porten and Altinn, your checklist is:
- Verify VAT validation and submission from D365FO. Run validation or submission for the current period to confirm the flow still works.
- Check ID-porten authorization in D365FO. The authorization is user-specific and may need to be renewed by the submitting user.
- Confirm the submitting user has the correct access in Altinn. In new Altinn, review access packages, not only old roles (Altinn – Tilgangspakker (erstatter roller)).
- Review delegated access. Check accountants, consultants, finance managers, shared service centers, and external providers.
- Re-delegate Begrenset signeringsrett if relevant. Replace it with the Skatt næring access package.
- Secure historical records where needed. Do not rely on old Altinn as your long-term archive.
What New D365FO Customers Should Do
If you are setting up D365FO VAT submission for the first time, do not design the access model around old Altinn 2 roles. Start with the current model:

| 3. Configure D365FO using Microsoft’s current documentation. | 4. Grant the submitting user the correct access package in new Altinn. |

What Digdir Webinar 8 Adds
Digdir’s Webinar no. 8 focused on changes for end-user system vendors. The broader message is that Altinn 3 production onboarding, API usage, and access models are now the direction of travel.
- Altinn 3 production onboarding requires usage agreements and end-user system registration.
- Person-based submission uses ID-porten and user consent.
- System user with Maskinporten is relevant for more automated machine-to-machine scenarios.
- For MVA in 2026, Skatteetaten has confirmed that submission continues with ID-porten authentication.
- Dialogporten is becoming relevant for inbox and message retrieval patterns, including receipts and letters.
How to Update Access in New Altinn
- Log in to altinn.no.
- Open Tilgangsstyring.
- Go to Brukere or Fullmakter.
- Select the relevant user or add a new user.
- Find the relevant access package. For VAT, look for the MVA area under Skatteetaten.
- Grant the access package or individual service access.

Final message
The Altinn 2 shutdown is a significant milestone, but for D365FO VAT return customers it should be manageable with a focused access review rather than a technical re-implementation. The key risk is not the technology. It is access expiring silently or delegations not being transferred to the new model before the deadline.
